The Plasma Pistol used to be more of a Grenade Launcher. The same could be said for secondary fires as they made the game too chaotic. Reloads can define a weapon on how it feels and operates, so they were added back in. All weapons didn't have to reload and had secondary fire modes. 
While being a cool concept this didn't fit the fast paced gameplay, and caused the game to crash due to chain spawning.
Plasma Grenades used to be a trip mine when thrown on to walls. This didn't fit the "Halo lore" and made the Needler less fun to play with. The Needler looked more brutal with needles on both sides, and had a higher fire rate with a lower magazine. Sticking with a more grounded, single magnum, helped with it feeling more powerful too. I just couldn't get the weapon fire animation to play on each weapon so this got cut. The Magnum used to be an akimbo weapon. This would have increased the triangle count for the FP arms and wouldn't play nice with the FP legs script. All the melee's would have been replaced by a general kick back animation.
