Here's a link to Limnono Tool so you can verify the CF & Portrait ID's: The SYNC.Bin is not used to verify ID's so maybe you are changing the wrong portrait and cf ID # the ID's in the Community Rosters may be different than the ones you think they are.
Portrait and CF ID's are checked by using Cheat Engine or Limnono Tool.
The issue you are explaining sounds like you did not install the Portrait Pack if they are not displaying properly. There should be no issues with the CF's or Portraits especially since you said you wiped the WAIGUA Folder and did a Fresh Install.
